La France vue par Stratfor

Le 25 décembre dernier, Stratfor, une agence de renseignement privée d'origine américaine a vu ses données rendues publiques sur Internet suite à un piratage. Wikileaks diffuse une belle quantité d'échanges emails mettant à nu les méthodes à la limite de la légalité de Stratfor. Reflets s'est procuré l'intégralité des documents qui ont fuité. Leur analyse prend du temps mais on y trouve certaines choses pas inintéressantes. Nous nous sommes dans un premier temps, livrés à quelques statistiques.

Les chiffres suivants portent sur l'analyse des comptes de la base de données de Stratfor. Nous avons tout simplement extrait les mails en @*.fr. Nous y avons trouvé :

83 comptes en *.gouv.fr dont :  - 39 comptes @diplomatie.gouv.fr - 21 comptes @defense.gouv.fr - 5 comptes @sgdn.gouv.fr - 3 comptes @finances.gouv.fr Beaucoup de comptes appartenant à des journalistes de médias nationaux :  - 16 comptes @lemonde.fr - 10 comptes @lefigaro.fr - 3 comptes @humanite.fr - 2 comptes @france2.fr - 1 compte @liberation.fr - 1 compte @tf1.fr

Notez que nous n'avons pas d'indication précise sur la finalité des comptes en question, mais il sont extraits de la base de données de Stratfor. Simples abonnés à la newsletter, clients, informateurs rémunérés, informateurs malgré eux ? C'est pour l'instant pour nous un mystère mais notre sentiment est qu'il y a probablement un peu de tout (mais surtout des abonnés à la newsletter).

Mais le plus amusant que nous ayons trouvé pour le moment concernant la France, c'est bien ce que Stratfor entend y surveiller. Tout est consigné dans ce document (.doc 120 ko). L'analyse porte pour toutes les zones géographiques et s'articule autour de 7 thématiques. On y apprend que Stratfor surveille en France de près :

Sur le plan de la sécurité : "tout ce qui est musulman", les attaques de l'extrême droite, les grèves et émeutes potentielles,  le crime organisé dans le sud de la France, les lois anti-terroristes et les regulations, la question du séparatisme notamment en Corse et au Pays Basque.

Sur le plan politique : le parti socialiste intéresse Stratfor, ansi que les mouvements anti-globalisation et les organisations non gouvernementales/ associations (NDLR : comprendre "de dangereux gauchistes"), ATTAC est dans le collimateur...Plus amusant, les histoires de fesses de la République semblent aussi être d'un grand intérêt pour Stratfor.

Sur le plan international : Stratfor souligne que la France a beaucoup d'intérêts en Afrique et cite à titre d'exemple Areva qui ferait la pluie et le beau temps au Niger. Areva qui commercialement, "botte les fesses" régulièrement à General Electrics.

  • Sécurité

Muslim rioting, Muslim groups, Muslim everything... This also includes any government moves to curb head scarves or to forbid building of mosques. Right wing anti-migrant attacks. Statements by right-wing political groups.Union actions, any hints of potential rioting or strikes. Organized crime in the South of France, anything that has to deal with Marseille. New anti-terror laws and regulations. Basque and Corsican separatist movements.

  • Politique

All elections need to be monitored carefully, including the minor regional ones as they can forecast swings in public opinion. We need to monitor what is going on with the Socialist Party. Leadership struggles and so on. Things that may appear to be "human interest" stories, like who is sleeping with who and so on, matter in France. I want to know if anyone had affairs within the government and such. _ _Watch anything Minister of Interior says, he controls a lot of what goes on in the country, plus is in charge of the interior security apparatus, which is probably the most powerful in Europe. _ Track anti-globalization movements, ATTAC and other ngos._ Any signs of potential military acquisitions or rearmament.

  • Relations internationales

_ France has relations with EVERYONE. We need to know where French officials from the Foreign Ministry are going and what they are doing there. France and Africa, while there is a lot less activity of France in Africa, they still have a lot of key interests, especially in places like Niger where Areva practically runs the country. But the new French base in UAE is emblematic of a French revealuation of its foreign focus , and both activities at that new base and the overall shift warrant watching it closely. Anything going on between France and Iran is of particular interest._

  • Relations USA/France

Sarkozy is a good pulse on what goes on in France, particularly in regards to the U.S. Let's get a sense of what he is thinking about the U.S. _ Any moves by France on Iran, Russia, North Korea, Africa, could be done at the behest of the U.S. We need to be aware of what France is doing and what it could be doing for the U.S._ Competition between Airbus and Boeing. _ _Competition between Areva and GE (not much of a competition, Areva kicks GE's ass ).

  • Relations Russie/France

Any visits of French leaders to Russia.Business deals, particularly energy have to be monitored carefully. French actions in Russian periphery (Caucuses, Central Asia, Belarus) need to be tracked carefully.

  • Relations Europe/France

What is Sarkozy saying about the latest EU President. Any signs of cleavages between France and the EU. Same as with Germany: watch for any statements that seem out of the ordinary, or that seem confrontational either towards the EU Commission, France, ECB or ECJ. Statements by the Chancellor are particularly key. Any agendas that France is pushing in the EU? Anything to do with nuclear power.

  • Economie

_ We are in the midst of the recession , EVERYTHING basically matters. When new data is released, it should be brought to our attention, although not necessarily repped._ Bankruptcies and bank bailouts are important. Any nuclear or military deals abroad.
